Tipper truck transport in Singapore: earth, sand and demolition debris

What can a tipper truck carry on a Singapore site?

A tipper truck has a hydraulic body that tips backwards so loose material slides out under its own weight. That makes it the standard vehicle for bulk material that does not need to stay mixed or fluid. Tipper trucks are used for earth from excavation, sand, aggregate and demolition debris.

Is demolition debris "waste" under NEA rules?

Yes. The National Environment Agency (NEA) defines Class A general waste as inorganic waste that includes "construction and renovation debris", and it licenses general waste collectors by class. NEA's Code of Practice for Licensed General Waste Collectors (version dated 16 December 2024) lists "lorries with tipper" among the vehicles used for Class A waste, and says the waste must be properly covered.

The Land Transport Authority's Construction Waste Management guidebook quotes the rule from the other side: a person who produces general waste must engage a licensed collector to collect and transport it. That guidebook is dated October 2009 and written for LTA sites, so treat it as background and confirm the current regulation with NEA.

In practice, ask whoever carries your debris which NEA licence covers it, and ask for the disposal or weighbridge record afterwards. What rules apply to the load on the road?

NEA's code is direct about tippers:

  • Cover the load. Waste in tippers and open lorries "must be securely covered to ensure that no refuse spills onto the road".
  • Do not overfill. The code says loads must not be overly filled, and warns that the driver can be prosecuted under the Environmental Public Health Act if they are.
  • Spilling is an offence. The code states it is an offence to spill waste onto public places.

The same discipline suits clean sand and aggregate: a covered, level load protects the road, the neighbours and your site's reputation.

How do you keep earth off the public road?

Earthworks sites carry a second risk: mud on the wheels. The LTA guidebook says vehicles leaving a site must be properly washed, otherwise earth is deposited on the public road, which it links to the Environmental Public Health Act. It also advises covering excavated stockpiles with canvas so rain does not wash them into drains, and reusing soil and broken rock on site for backfilling where practicable, which cuts the number of truck trips.

How do you load and unload a tipper safely?

The WSH Council's bulletin on vehicular-related fatal injuries in 2H2023 describes a worker at the rear of a tipper truck who was pinned by a reversing wheel loader on 10 July 2023 and died at the scene. The Council's advice for heavy vehicles includes:

  1. Check behind before reversing, or use a ground guide when in doubt.
  2. Stay out of blind spots around heavy vehicles.
  3. Cordon off the work area and use warning signs and barricades.
  4. Use high-visibility clothing and brief everyone on the hazards.
